By a Decision of the High Representative Wolfgang Petrisch from 25 October 2000, the site in Potočari, Srebrenica Municipality, was predetermined for the cemetery and memorial to those killed in July 1995. The Decree passed by High Representative Paddy Ashdown on 25 March 2003 determined that the location of the pre-war "Battery Factory" whose building was used as the headquarters of the Dutch Battalion (“DUTCHBAT”) in the period from 1994 to 1995, known as base "Charlie", should come under the "Memorial Centre Srebrenica - Potočari”.
Dimenzije spomenika: The Memorial Centre covers an area of about 15 hectares.

In October 2000, the High Representative in BiH, Wolfgang Petritsch, passed an arbitration decision on the construction of the Memorial Complex and Cemetery in Potočari.
The “Srebrenica-Potočari” Foundation for the Memorial and Cemetery was founded on 10 May 2001 by a Decision of the High Representative, as a non-profit organisation for the construction and maintenance of the Memorial Centre complex.
On 25 June 2007, High Representative Christian Schwarz-Schilling passed a Decision enacting the Law on the Memorial Centre Srebrenica-Potočari Memorial and Cemetery for Victims of the 1995 Genocide, establishing the Memorial Centre as the legal successor of the previously established Foundation.
Poznate komemoracije:
The commemoration on 11 July marks the day of the killing. Organised or individual visits to the Memorial Centre, with guides and translators. Programme offered to organised groups includes visit to the cemetery, history lesson on the events of July 1995, visit to the Memorial Room and screening of documentary.
