Interpretacija ideje:

"The monument symbolises remembrance of civilian victims of war, imparting a message about lives that have been lost in vain, many such lives that for some individuals were nothing more than a ‘drop in the ocean,‘ so water will flow down the eight plaques. It will represent all those who were killed but also all of us who have been left behind without them. It should stand as a reminder that even one drop of blood (one drop of life) is a great loss and it should reflect thee sorrow of all of us who lost someone in a senseless war. The emptiness that family members of victims feel is intertwined with connecting threads beaded with water.

The memorial has not yet been constructed. The construction of the Civilian Victims Memorial Centre where the memorial for civilian victims of war will be built began in 2007.
